Is Water4Gas a scam?

I mean, you'd have to admit the website  was pretty ugly.  Then, out of curiosity, I dug deeper.   I had puchased other ebooks before via Clickbank and knew they refunded people's money without question for up to eight weeks after the sale.  So,  I looked at the refund rate of the ebooks Ozzie was selling.  I thought it would be 10-15% at least, but it was incredibly low, like 3 out of 1000.  Most other ebooks on Clickbank have at least a 5% return rate - but only .03 out of 100 Water4Gas customers asked for their money back - even though the book is downloadable and they already have the information!
